Subject: [PATCH] ci: remove now obsolete choco cache from
 windows-mingw64-build-step1-configure job

Commit 3f4d8dfc07899d113ddc49e2610b669113ea2810 removed the use of the
choco cache, but missed to remove the cache itself from this job.
