Low bit depth version only. Passes the VpxPostProcDownAndAcrossMbRowTest

VpxMbPostProcAcrossIpTest Speed Test (POWER8 Model 2.1)
C time = 121.3 ms (±4.0 ms), VSX time = 9.4 ms (±0.3 ms) [12.9x]
