Don't mix wide character strings and byte strings (L"lib/python" VERSION): use
_Py_char2wchar() to decode lib_python instead.
Some compilers don't support concatenating literals: L"wide" "bytes". Example:
IRIX compiler.

- output type errors now redirect users to the type-neutral
convenience functions in the codecs module
- stateless errors that occur during encoding and decoding
will now be automatically wrapped in exceptions that give
