TIFF decoder: fix ASsoc/Disassoc setting mismatch (#1349)

DisassociatedQuantumAlpha was used in the EXTRASAMPLE_ASSOCALPHA case.
Should have been the opposite.

The sample file test.tiff wouldn't decode correctly.
