Support sr_Latn locale

Added sr_Latn.xml for Serbian in Latin script.

Converted from Latin script to Cyrillic script.
Latin script is now in sr_Latn.xml.

Formerly sr.xml.  Now sr.xml contains Cyrillic Serbian.

Now parses as single string instead of separate lines
so arbitrary xml whitespace is handled.

Prevent duplicate .nf environments inside informalexample or screen.  All
