Netware can make use of autoconf generated tsrm_config.h

As NetWare LibC has optind and optarg macros defined in unistd.h our local variables were getting mistakenly preprocessed so undeffing optind and optarg

NetWare don't have sendmail binary so need this sendmail.c smarthost implementation

changing the windows style directory  seperator in netinet\in.h to netinet/in.h

time.h is available in NetWare LibC.
