Make SVG pass through raw font names, but allow -Gfontmangling attribute
to enable Postscript name translation.  (The job still isn't done, as the
raw names aren't always right and should be mapped to the 7 standard
SVG names, I guess.)

Per Mark Espie <espie@nerim.net>, this fix allows PKG_CONFIG to succeed
even when configuring --without-cairopango, so that the subsequent gtk+
test can be run.

Without cairopango, the GTK driver is effectively useless, but at least
the build completes.  (I am not sure if this is what Mark is expecting.)
