Turns lwgeom_stroke into a wrapper, keept it for backward compatibility.
Reduces allocations in linearization procedures.

Implements MAX_DEVIATION, MAX_ANGLE and SEGS_PER_QUADRANT configs.

Includes unit and SQL tests.
