nghttp: Restore nghttp2 v1.24

We had already updated to v1.24 months ago, but the submodule commit was accidentally
reverted in 1fb85b494c5f381e00f856c4422563c4274fbe98.

Fixes (again) error when compiling with assertions disabled.
