Subject: Teach HasSideEffect about InitListExprs.  Not having

Teach HasSideEffect about InitListExprs.  Not having
this caused us to codegen dead globals like this:

struct foo { int a; int b; };

static struct foo fooarray[] = {
  {1, 2},
  {4},
};
