patch 8.2.0645: MS-Windows terminal: CTRL-C does not get to child job

Problem:    MS-Windows terminal: CTRL-C does not get to child job.
Solution:   Remove CREATE_NEW_PROCESS_GROUP from CreateProcessW(). (Nobuhiro
            Takasaki, closes #5987)
