Build shared libraries by default (WCC_MAKEFILE)

This is to match the behavior of CMake script.

* WCC_MAKEFILE (MAKE_AS_DLL): Uncomment.
* WCC_MAKEFILE (MAKE_AS_LIB): Comment out.
