Do not install documentation if configure --disable-docs (new option)

* configure.ac (docs): New AC_ARG_ENABLE.
* configure.ac (ENABLE_DOCS): New AM_CONDITIONAL.
* doc/doc.am (dist_doc_DATA): Define only if ENABLE_DOCS.
