tests: check decoding of out-of-range syscalls

* tests/nsyscalls.c: New file.
* tests/nsyscalls.test: New test.
* tests/.gitignore: Add nsyscalls.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add nsyscalls.test.
