Clarify PGPASSWORD usage:

! authentication.  Use of this environment variable is not
! recommended for security reasons (some operating systems
! allow non-root users to see process environment variables via
! <application>ps</>); instead consider using  the
! <filename>~/.pgpass</> file (see <xref linkend="libpq-pgpass">).
