Support CFLAGS_EXTRA to pass extra user-defined compiler flags (configure)

* Makefile.am (CFLAGS, CXXFLAGS): Append $(CFLAGS_EXTRA).
* configure.ac: Add AC_SUBST(CFLAGS_EXTRA).
