[CVP] No-wrap deduction for `shl`
Summary:
This is the last `OverflowingBinaryOperator` for which we don't deduce flags.
D69217 taught `ConstantRange::makeGuaranteedNoWrapRegion()` about it.
The effect is better than of the `mul` patch (D69203):
