Call configure on deps in separate rebar command that compile

This way we rebar.config.script can use vars detected by configure
Makefile.in diff | blob | history
plugins/configure_deps.erl [new file with mode: 0644] blob
plugins/override_opts.erl diff | blob | history
rebar.config diff | blob | history
rebar.config.script diff | blob | history
