Workaround 'condition is always true' cppcheck style warnings in GC_init

* misc.c (GC_init): Skip GC_STATIC_ASSERT for sizeof(ptr_t),
sizeof(word), (word)-1>(word)0 and ((signed_word)-1)<0 if CPPCHECK.
