Adding experimental tags for new experiments

ext-partition: to hold partition extensions (ex. ext-partition,
ext-coding-unit-size from nextgen)
loop-restore: to hold in-loop restoration filter (ex. loop-postfilter
from nextgen and other Wiener restoration filters)
