Add 'UseBumpPtrAllocator' flag to ASTUnit::LoadFromPCHFile() to cause the created ASTContext to use
its own BumpPtrAllocator to allocate ASTs.

Change clang_createTranslationUnit (CIndex) to pass 'UseBumpPtrAllocator = true' to
ASTUnit::LoadFromPCHFile().
