tests: do not skip tests when timeout utility is not available

* tests/init.sh (check_timeout): New function.
* tests/ptrace_setoptions: Use it.
* tests/qual_syscall: Likewise.
* tests/stat: Likewise.
* tests/strace-f: Likewise.
