binbuild.sh was using the ancient syntax --with-layout=BinaryDistribution
instead of --enable-layout=BinaryDistribution

I changed the layout for BinaryDistribution to install under
/usr/local/apache2 instead of /usr/local/apache.  Hopefully the
rest of the layout is reasonable.
