Implement atomic store using direct write by default on ARMv6+

* src/atomic_ops/sysdeps/gcc/arm.h (AO_store): Define only if
AO_BROKEN_TASKSWITCH_CLREX, otherwise include atomic_store.h; update
and refine comment.
