Fix 'doc' files installation folder
(Cherry-pick commit a97f356 from 'release-7_4' branch.)

Docs are dist_doc_DATA.  They should be installed to /usr/share/doc.

* doc/doc.am (dist_pkgdata_DATA): Move all items to dist_doc_DATA.
