2015 - Changed the ANNOUNCE file to not refer to the README.FIRST file. Now
2016 that all of the files should have the correct copyright there is no need
2017 to refer to that e-mail message.
2018 - Changes SCCS strings to "%W% %U% %G%". Marek needs to either convert to
2019 RCS or check into SCCS and then checkout. I'd suggest using RCS ;-)
